The Study Of Land Property Reform Of The "Village In City" In Shijiazhuang

"Village in City"(VIC) problem is a special phenomenon emerging in China's high-speed urbanization process. Its deep reason is the dual economic structure of China. During the transformation of VIC, there are many problems, such as transferring collective land to state-owned land, operating the transferred land, redistributing benefits among government, real estate developer and original VIC villagers, etc.Basing on present research, this paper analyzes some key points of VIC, including basic characteristics, system cause, impact on city economy and society, necessity of transformation. The Game Theory is also involved to make a dynamic model around government, villagers and real estate developer when collective land be transferred. By this model, author analyzes the result and equivalence, as well as doing feasibility study of the transformation. The conclusion can support the government from theory level on how to control the transformation process or what kind of public policy to issue on transformation. This paper takes Shijiazhuang as an example. By deep analysis on collective land ownership reform and operation mode of transferred land, this paper researches the employment problem, social security problem, low-transparency of transfer process, low-level compensation (improper distribution as well) etc. Basing on the experience of Guangzhou and Shenzhen, this paper gives a new transfer mode, which is different from custom mode. There is alsoan example in Shijiazhuang------Sun village. It is supposed to give a reference todescendent VIC transformation.
