The relationship between port and regional economy is inseparable, which can be defined as mutual promotion and mutual restriction. Port and local maritime facilities not only stimulate local industrial development, but also play a strategic role in fostering the growth of regional economy. On the other hand, the port cities and hinterland make a significant ongoing contribution to the port systems.Based upon the premise of interactive relationship between port and regional economy, an economic explanation is deduced from first principles and the efficiency of the relation is analyzed and evaluated. The efficiency of mutual economic benefits between port and its region is evaluated respectively, which leads to the conclusion that the validation of efficiency suggests one has positive impacts to the other, otherwise, the existing problems need to be identified to realize the effectiveness on both sides.Regarding the emerging features and trends in the development of interactive relationship among ports within the region of Liaoning Province, this paper study whether the port and regional economy has developed rationally and effectively under the new circumstances by using DEA method, which reveals the underlying evolutionary pattern of interactions between port and regional economy. This paper discusses the interactive mechanism and the study of economic impact firstly, and then analyzes the current situation of the ports and economy within Liaoning Province. This paper adoptes DEA methods and presentes an evaluation index system, which takes the influence of multiple criteria and the knowledge of different interested groups into account. The results provide opportunity for further empirical analysis as well as recommendations for policy from both the ports and regional perspective.
