Along with the fast development of our country's economy and foreign trade, the port economy of our country has also carried out high speed growth. The port freight throughput and container throughput are rising year by year, and have been continuously occupied the first place in world for five years. Nowadays, ship has already become one of the most important profession realms of our country. However, under the background that the port handling capacity and the ships tonnage extending continuously, our country's Traffic Administrative Institution still use the old charge standard. Whether this standard can adapt the development of water transport deserves us to analyze and study with very much.Aim at this problem, the writer has collected the related data of several ports and Traffic Administrative Institutions of our country, and found out the actuality of our country's port handling capacity and the income of traffic fees. In the process of composing the thesis, the writer has taken the inherent relation between the income of traffic fees and the port handling capacity into account, combined the linear Regression model with the SPSS analysis software to carry through the relativity analysis. The thesis gets the important conclusion that it shows notable linear relativity between the income of traffic fees and the port handling capacity, and analyses the inherent factors which influence the income of Traffic Administrative Institution. The thesis uses Grey Model to analyze the trend of both traffic fees and the port handling capacity, and proposes the advice that we should enhance the traffic fees properly.The content of the thesis includes five parts: Chapter 1 is introduction, in this part, the writer summarizes the paper's selection background etc.; Chapter 2 is literature summarization, and it mainly elaborates the basic theories and the history of the port handling capability and administration fees; Chapter 3 elaborates the study methods of the thesis and introduces the Unitary Linear Regression model, Grey Model and the SPSS analysis software; Chapter 4 is the most important part which takes A, B, C ...etc. three Traffic Administrative Institutions for example to make the demonstration study; Chapter 5 is the conclusion part and summarizes the result of the relativity analysis, discusses the influence factors of the traffic fees income, proposes the advice that we should enhance the traffic fees properly.The thesis intends to find the inherent relativity between the income of traffic fees and the port handling capacity and the irrationality of the collection standard in our country nowadays. The pertinence and the maneuverability of the thesis are both strong. The analysis results have an important direction function for our country's Traffic Administrative Institutions to make relevant charge measure in future. At the same time, the conclusion of the thesis also has reference significance to a certain degree to other related researches in this realm.
