Empirical Study On The Supply Situation Of Public Service Of Silkworm Industry In Binyang County, Guangxi

In recent years, seizing the historical opportunity of "eastern silkworm transplanted into the west" to take advantages of fertile land, abundant labor resources, and climate suitable for the growth of silkworm, the silkworm industry in Guangxi province is being bigger and stronger, and has developed into another new superior industry after the sugarcane industry that has been the No.1 in China. Under such circumstances, the silkworm industry in Binyang County has developed more rapidly. And it also plays an important role in promoting peasant income increase, fiscal growth and economy development in Binyang County. At present, the local government is working to strengthen public services and promote the rapid development of silkworm industry. However, due to various reasons, there are unclear ideas, few methods, ineffective measures, incomplete content, and irrational structure in provision of public services of silkworm industry. All of these lead to be at a low state of supply in public services of silkworm, while it can basically meet the needs of local development.In this paper, based on the methods of questionnaires, case interview and literature research, the author investigates and analyzes the supply situation with its ranges, subjects, modes, incentive conditions and efficiency in public services of silkworm industry from three different perspectives of farmers who rear silkworms, enterprises and government. On the basis of qualitative and quantitative analysis, the author comes to the conclusion that public services of silkworm industry in Binyang County are backward, which is with low level and efficiency, so that its public service system needs to be further perfected. In fact, to improve the public service system is essentially the process of continuous development of silkworm industry. And then, the author also proposes that it must adhere to the "government-oriented and pluralistic participation principle", and points out the issues further considered.The main innovations in the article are the following. (1) In research methods, the author draws the conclusion by empirical study on public services of silkworm industry in Binyang County on the base of questionnaires and case interview. (2) In the content, the author investigates and analyzes the supply situation of silkworm public services with its ranges, subjects, modes, incentive conditions and efficiency from three different perspectives of fanners who rear silkworms, enterprises and government. So that, it is comprehensive and pertinent to put forward countermeasures that can improve public service system of silkworm industry in Binyang County.
