With the rapid development of science and technology, people's living standard improves. At the same time, with the increasing consciousness of environmental protection and sustainable development , many governments and enterprises pay more and more attention to the production recovery processing. On the other hand, there are more and more waste materials been brought going with shorten of the production life cycles and acceleration of production renew. Enterprises are now having to face the problems of dealing the waste materials under the pressure of public consciousness of environment protection and the laws associated. Hence, the reverse logistics is considered as a new research field, it was emerged as the time requirement and gradually become a hot issue attracted great attention from the field of theories and enterprises. It emphasizes recycling of waste materials, resources saving, environment protection and enhancement of competitive power by means of reduction, renew, regeneration and recycling of resources.The operation efficiency depends on the network structure of reverse logistics directly, so it is necessary to design a reasonable network of reverse logistics, which is to ascertain the structure of waste materials'circulation channel from the consumption ground to product ground. The style, quantity and location of the logistics facilities are included in the structure of network, the distribution method of the waste materials between facilities as well. Theoretically and practically, it means much to the business enterprise that how to program the reverse logistics and make decisions about constructing the network structure.Based on mentioned above and also on the studies and practices of many domestic and foreign scholars on reverse logistics, the article introduces the state of arts, concepts and constitutions of reverse logistics and explains the differences between reverse and generic logistics first of all, this paper analyses the construction process of reverse logistics including the necessities and methods of contracting a business logistics network. Further more, this paper tries to establish an optimum design model of reverse logistic, gives out corresponding model examples, and exploring the necessities and basic process of construction of reverse logistic information systems. At last, the article introduces a method to evaluate present reverse logistic networks and analyses the establishment of the evaluating indicator system and the choices of evaluating methods.
