Since the reform and open policy, mid- and small-scale enterprise in our country has obtained the rapid development. The development has become one of the main strengths that impel our country economical health and fast development. But with the economical globalization development as well as the new situation after our country join WTO, the market environment and the competition environment which mid- and small-scale enterprise in our country faced has had the profound change and has transited gradually from the area, the nationwide competition to the global competition. At present in our country, lots of mid- and small-scale enterprise also is in minority in the competition. How improves mid- and small-scale enterprise the overall quality, strengthens their ability of sustainable development has become urgent topic in the economic theory and an industrial world. Mid- and small-scale enterprise in our country should carefully examine the resources and the ability weak link which the enterprise interior has, effectively carry on the resources disposition and make the core competence and the power of development. On the foundation of introduction of the mid- and small-scale enterprise characteristic and the core competence research results, this article elaborated mid- and small-scale enterprise's forming process, introduced effective way of the enterprise core competence establishment, the cultivation, the maintenance and the enhancement; studied effective movement mechanism and the environment that has constructed mid- and small-scale enterprise core competence and included carrying on the correct strategic localization, the establishment study organization, the encouragement innovation environment, setting up the specialized talented person troop as well as carrying on the management of customer relations. Unifying the author by himself practice experience, author has analyzed the WLG Corporation's strategic localization and the competition strategy and proved importance of the implementation of correct competition strategy, that the core competence that suits the enterprise own characteristic has been made omni-directionally taking the customer as the guidance, taking innovates as the guidance. And through the union of case author summarized important method of the cultivation, the promotion of core competence and the maintenance of core competence.
