Systematic Analysis Of Tender Evaluation For EPC Project

EPC contracting is a mode of project execution integrating design, procurement and construction. The domestic practices of EPC contracting are just in the stage of learning and not mature as much as the traditional contracting in the aspects of theory and application. Nowadays the study of EPC ITB and bid focuses on the decision of contractor's bid and refers less to the synthetical use of tender evaluation procedures and selection, which is against modern project management concept of management and control in advance. Due to the absence of a systematic and scientific guidance of EPC contracting and taking our national situation and status quo of construction market into account, it is necessary to realize the concept of EPC contracting, study and analyze the tender evaluation of EPC project to fill this gap.This thesis first introduces the development of EPC contracting and several tendering styles and proposes an appropriate and general procedure according to the characters of EPC contracting. Then it establishes a tender evaluation frame of EPC project by applying the utility theory of multiattribute, based on the decision theory and systematic analyst. After that, it uses ANP, AHP to calculate the weight scores of interactive factors from questionnaire, and deals with the conflict between qualitative analysis and quantitive comparation by means of fuzzy synthetical analyst. Finally, a demonstration is given to express the operation of the evaluation system.
