Every production paradigm reform will more or less change the pattern of the international economic forces. Without exception, International Productive Specialization developed form Small Manual Production to Mass Customization, and the author defines new productive modes as International Specialization Paradigm, which appeared in the late 20 century and the beginning of the 21 century. The paradigm is characterized that it overrides the boundaries of geography and corporation, its production chains and productive organizations become more complicated and multilevel. The paradigm makes the production more economical because of increasing returns, the inner contract with less uncertainty and transaction costs, all of which also lead to different choices of productive organization and evolution of the competition manner. According to positive analysis, We found that China attempt to increase the movement on participating in international productive specialization by two-ways direct investment, but the extensive mode made it less competitive, limited returns and outflow, which challenge the rise of competitiveness of corporations, industries and the whole nation. So it is necessary to carry out series of strategies for the sake of escalating Chinese position in international productive specialization.
