In order to achieve efficient allocation of resources, new public management divides public goods production from supply, introduces market mechanism in the process of public good's provision, and stresses customer-oriented in this process.Based on the customer-oriented theory in the context of the new public management, this paper refers to neo-classical economic theory, public choice theory, analyses of the double-paradox arising in the context of new public management. In the level of solving public goods production, new public management introduces market mechanism, regards government as enterprise, and regards citizens as consumers, which objects to achieve customer satisfaction. But through research we find that the production of public goods provided by the private sectors, and the introduction of competition have not changed the original government monopoly supply model, therefore weaken customer orientation, Thus forming paradox one, but when the supply of public goods linking multiple service providers, and introduction of competition, will format compete orientation eventually, Thus forming paradox two, This is the double paradox problems in the context of new public management' concept of customer-oriented.Double paradox's formation and analysis given based on the market dimensions is a partial equilibrium analysis, Therefore, this paper introduced political market, use re-general equilibrium analysis double Paradox. The results showed that perfect political market is a bridge of double paradox, But imperfect political market will deepen this paradox.Finally, this paper verifies double paradox through specific analysis of the case of China's medical reform.
