The core staff is Personnel Carrier of enterprise core competencies, they control the key resources, they are the core and representatives of enterprises, and they are the necessary condition for each and every enterprise's survival and development, so competition among enterprises is the core staff competition. At this stage, The core staff wastage is serious, which fully realizes the organization commitment of core staff is low, this paper starts with the characteristics of the core staff, focused on enterprise core staff incentive mechanism based on organization commitment.First, in accordance with specific performance of the core staff organizational commitment is not high, this paper analyzes existing problems about the enterprise incentive mechanisms of the core staff; At the same time proposes five needs of the core staff based on their characteristics of human capital and psychological characteristics, connections needs and continuing needs incorporated, and makes a focus analysis for the loss reasons of the core staff; Secondly, the view of the current enterprise core staff incentive demand, this paper introduced niche theory in the ecology theory, analyses the overall "posture" of the core staff in the enterprise, and divides the core staff into two different levels, innovative proposes annual salary model and Positions salary model of the core staff based on the niche theory, and makes a linear counterparts between the individual niche and their pay levels. At the same time simulates the niche and pay levels of the core staff with a numerical example;Furthermore,this paper takes into account the significant role of psychological contract for organizational commitment, proposes the construction measures of dynamic psychological contract mechanism, and designs psychological contract dynamic management model ranging from warning-measurement- control-feedback, and organizational commitment and organizational citizenship behavior incorporated, in order to achieve the psychological contract dynamic management of core staff. Finally, this paper selects TS Company as empirical study, analyses the enterprise's core staff organizational commitment level with questionnaires, interviews and statistical methods, proposes the incentive mechanism measures of the core staff with innovative research results in this paper.
