There is a long history about enterprise internationalization activities. It can be traced back to BC. But generally thinking, the enterprise internationalization began in 16th century, developed rapidly from 17th to 19th century. With the development of enterprise internationalization practice, the theories about it were put forward gradually. However, these theories were created mostly in developed and market economy nations. While studying Hebei run-by-private enterprise internationalization, we must pay attention to the fact that Hebei is a province of a developing country and is in transitional period from planned economy to market economy. Therefore, we select a few of internationalization theories that are suitable for Hebei province conditions as the foundation of paper. Run-by-private capital enterprise is the principal part of market economy and the principal part of Hebei economy development in future. Hebei run-by-private capital enterprise has the necessity of internationalization management from the following five aspects: economy globalization and the entry WTO of China, Hebei industrial restructure, Hebei resource conditions, Hebei economy extrovert increasing and Hebei run-by-private capital enterprise abilities promoting. Hebei run-by-private capital enterprise has the possibility of the internationalization management from the international, domestic and enterprise self conditions. We draw a few of conclusions about the present conditions and characteristics of Hebei run-by-private capital enterprise internationalization management from investigating the import, export and foreign investment since 2005. And on the basis of it, we analyze the problems and influence factors. We elaborate the influence factors from micro view and macro view. Allowing for the periodic characteristics of the run-by-private enterprises'growth, according to lifecycle theory of enterprises, the growth of the run-by-private enterprises are divided into four stages: initial-stage, developing-stage, mature-stage, downfall-stage, and giving emphasis to analyzing enterprise-characteristics and environment-characteristics of the different stages. On the basis, combining with transaction-characteristics and institution-characteristics the paper gets a decision framework which endows with periodic characteristics. The paper gets a dynamic decision matrix which is in accordance with the periodic characteristics of the enterprises'growth to give advice on how to choose the internationalization strategy for the enterprises finally. We put forward strategies proposition about Hebei run-by-private capital enterprise internationalization management from the two aspects: entry strategy and grow-up strategy on the basis of synthesizing the macroscopic economic environment and run-by-private enterprise self conditions. And we put forward counter plan suggestions on carrying out the run-private-capital enterprise internationalization strategies from three levels: national policies, government supports and enterprise self.
