Research On The Rural Public Service-oriented Government Building

Currently, accompanied by rapid economic growth, China's social transition is going to a comprehensive well off. Both the development and reform are in a new historical starting point. Separating urban and rural areas is changing to a co-development of urban and rural areas, that's an important characteristic of the development in the new period. Judging from China's current conditions, to achieve the goal of equal public services, we have the biggest problem in rural areas, but also a chance of breakthrough. From the government's basic functions of positioning, the Government should focus on major responsibilities and the livelihood of the important areas, the Government should take up the supply of public goods in rural areas, to provide basic and protection of public goods. In the new stage of China's reform and development, we must adhere to basic public services, accelerate the comprehensive reform of the rural areas; we must adhere to the actual status of China's rural areas, strengthening the government's responsibility to make up for the failure in supply of public goods; we must adhere to safeguarding the farmers' rights, and establish and perfect realization of grassroots public service-oriented government, found a socialist harmonious society.In the process of investigating the public service-oriented government building, the author put the rural supply of public goods as the main line of research, and draw a comparison between the planned economy period and the market economy during the supply of public goods in the status and functions of the government. To explore the establishment of urban and rural areas mutual promotion and common development administrative system, the author study the case of "village-village" project in the fei county of Shandong province , and in the conjunction with reform of the administrative system and the transformation of government functions.This paper consists of five chapters. Chapter 1 is a brief introduction of the origin, purpose of the topic, and the status quo as well as research methods, defines the key concepts in the text. Chapter 2 introduces the public products, rural public goods theory and rural public service-oriented government, mainly talks on concept, nature and classification. Chapter 3 mainly talks on the supply of public goods in rural areas of the status quo from the vertical (the people's communes, the household contract, tax reform, abolition of the agricultural tax and other period) institutional change process, sums up the main characteristics of government in the supply of rural public goods.Chapter 4 analyze the main problem on the rural public goods supply from the theory and the realistic difficulty, present government concrete behavior of cross-cutting through case analysis. Chapter 5 propose the construction of rural public service-oriented government, including improving governance concept, a clear government responsibility, optimizing the allocation of resources, expanding grass-roots democracy and the transformation of government functions.
