New Thinking On Transformation Of The Economic Growth Pattern

Since the reform and opening up policy was introduced, Chinese economy has achieved high-speed growth, which caused great concerns to other countries all over the world. But at the same time, along with rapid economic growth, there have been many problems and contradictions, such as structural imbalances between internal demand and external demand, structural imbalances in domestic demand, irrational industrial structure, exacerbated constraints of resources and environment bottleneck, development imbalances between urban and rural areas and among regions and so on, which are constraining the further economic development. Then, the key to solve those problems is to unswervingly transform the pattern of economic growth. Meanwhile, linking up the new development ideas proposed by the Seventeenth National Congress of the Communist Party of China (CPC), it also dissertates how to transform the pattern of economic growth to achieve the unification of economic growth and economic development in order to ensure sound and rapid economic development.Starting with the concept of the economic growth and economic development, this paper analyzes the relationship between economic growth and economic development, then explains what the pattern of economic growth is and elaborates the Marxist theory on economic growth and the related theory on economic growth of Western Economics. Whereafter, it reviews the course of the transformation of the pattern of economic growth abroad for the sake of use for reference.Transformation in the pattern of economic growth has its own endogenous character. At the same time, China has the urgency of transformation under present situation. Endogenous character includes internal force for technical innovation, spillover effects of technological advancement, and interaction mechanism between productive forces and relations of production. Realistic urgency includes tightening bottleneck of resources, fragile ecological environment, maintaining steady development of the national economy, and enhancing the standing of the international division of work.To transform the pattern of economic growth, it is necessary to have a correct, objective analysis and grasp of the various factors hindering the transformation. This paper in the first place dresses the exploration of transformation in the pattern of economic growth. Then it analyses and sums up the main factors hindering the transformation, which include the concept factor, historical factor, institutional factor and the legal system factor.The report to the Seventeenth National Congress of CPC has stressed that"to attain the objectives for economic development, it is essential to significantly accelerate the transformation of the development pattern and improve the socialist market economy". "Economic development pattern" has deepened the proposition of "economic growth pattern". This paper elucidates and dissertates the interrelationship between the transformation of economic development pattern and transformation of economic growth pattern, the contents of the transformation of economic development pattern as well as its orientation.The existence of various impediments means that changing the pattern of economic growth is not only a gradual process, but also requires a number of aspects and various measures to accelerate the transformation to achieve the unification of economic growth and economic development. The important measures to speed up the transformation include: changing the concept of development, adjusting the industrial structure, enhancing the capability of independent innovation, developing circular economy and promoting institutional reform and innovation.Proceeding with fundamental theory, this paper tries to explore the measures of transformation of economic growth pattern up to transformation of economic development pattern on the basis of combing the status in quo and analyzing the reasons of handicap with a view to speed up the transformation of the economic growth pattern in our country, in order to promote a sound and rapid growth of the national economy and then embark the whole of society to enlightened approach to development that results in expanded production, a better life and sound ecological and environmental conditions.
