With the incessant development and the exquisite competition of the telecom market,more and more telecom service providers deal in the basement telecom.The interconnection relation of the providers becomes more complicated.For each of the interconnection providers,the balance cost between the different networks more higher than the cost of one user,even the big user's cost.More and more facts prove that the provider's balance system is very important.The provider will hold the initiative if his balance system has stronger capability.Based on the synthetical balance demand of the telecom,this paper designs and implements the synthetical balance system of Henan network commuinication.It's a support system for the telecom operation,and it has the optimization structure and all-sided telecom operation.It adopts the centralized model,unifies the defmation of data dictionary,product management and parameter configuration to ensure the effciency.This paper primary has two parts.The fore part analyzes and summerizes the correlation research of overseas and internal synthetical balance,and contrasts the research to give an optimize settle scheme.The back part focus on the design of the synthetical balance system of Henan network commuinication,and particularly expatiates the key technology of the system implement,including the system pretreatment,accounting cost,confirm price,converting file format and system parameter configuration,and explains the main function code.
