At present with the economic globalization and ethnological advances, knowledge has become the most important thing of economic development and social progress, and intellectual is one of the fulcrums. Human resources have become the most important strategic resources and talent is the decisive significance in the competitive enterprises .The person who has seized intellectual will get the advantages of economic development. Leasing out talent enters our country, and develops quickly.This paper studies on talent-leasing model which is the base on training personnel and developing software, and is the development of leasing talent, and deals with strategy of facing problems. This paper studies on the background, development of leasing talent and the actuality of development at home and abroad to further study the advantages and disadvantages of leasing talent and the necessary under the market economy in China. This paper uses the empirical research and normative research to show the inevitable development of leasing talent; Using comparative analysis to demonstrate advantages and disadvantages of leasing talent at home, abroad and JieLi company; Using survey and instance study methods to illustrate Xi'an actuality of talent leasing and the development of JieLi company. And this paper studies on the problems of leasing talent in JieLi Company and brings out measures. It is concluded that leasing talent emerging in China's development is inevitability, JieLi Company must have the relevant laws and regulations in order to obtain long-term development of the area; Enterprises must constantly strengthen standardization management; and have a reasonable mechanism and channels to train people and leasing out talented people. At the same time, Enterprises should pay attention to relevant laws and regulations against risk, and gradually perfect equal pay for equal work, the same position for the same welfare.By the research to JieLi Company, the paper has brought forward the scheme developing, training, exploiting software and leasing out talent, which is significant to the development of JieLi Company, and has certain reference value to exchanging industry at the same time.
