Research On The Evaluation And Countermeasures Of The Effective Supply Of Guangxi Urban Public Goods

Along with the rapid development of global economic integration, the economic boundaries between countries become increasingly blurred, but the form of sub-national economic----the importance of urban economies become increasingly prominent, the competition between cities is becoming an important basis of competition between countries. All governments in the world(regions)are actively committed to nurturing and raising the urban competitiveness, and the urban public goods effective supply promote an important factor to improve competitiveness of the city. It is granted that the urban public goods effective supply to be attached great importance in the governments(regions)all over the world. The next 20 years, urbanization in China will enter the development from 30% to 70% of the internationally recognized period of accelerated development. With China's urbanization process is accelerating, how to realize urban public goods effective supply to meet the needs of urban development in the new circumstances has become an urgent need to resolve the current major issues.Guangxi as a unenlightened western region, there is a big gap in the supply of public goods between the cities of Guangxi and the developed areas, and the gap between the cities should not be overlooked, there are a lot of problems.This paper firstly make a systematic research on the status of public goods supply in Guangxi cities,and then find out the issues in the supply of public goods in Guangxi cities and analyze the reasons, based on this the paper seeking to achieve effective supply of public goods countermeasures, to improve the supply of public goods in Guangxi cities, so as to promote the competitiveness of cities in Guangxi which is the purpose of this paper.Public goods is a non-exclusive and non-competitive goods in the consumer, urban public goods is the public goods that within the space of this particular area in the city.It is needed to use the two angels (demand and supply) to define the connotation of urban public goods effective supply. that is, when the supply of urban public goods is in line with the demand, the effective supply is achieved,then each consumer according to the benefits from consuming the public goods to express their demand for goods, and in the while time, pay for public goods production costs. The practice of urban public goods effective supply can not be separated from the guiding theory, while Western countries in the urban public goods effective supply had many successful practice, and formed a lot of theory, which has given us great insight:New Public Management Theory emphasis that to realize urban public goods effective supply,the city government management must achieve the effectiveness;The property rights theory emphasis that the urban public goods is not necessarily supplied by the government, supplied by the market is feasible to a certain extent, and the efficiency ratio is higher than the Government;The third sector theory emphasis that the third sector can use its unique advantage to compensate for"government failure"and"market failure", which can expand the services of public goods supplied by the government and the market.To make systematic research on the urban public goods supply needs to do PEST analysis which is analyze external macro environment in the whole that affect the urban public goods effective supply. that is, to analyze the four factors which affect urban public goods supply in the political, economic, social and technical aspects;The research needs to start from the interior of the urban public goods supply system, and to analyze the various elements which affect the urban public goods effective supply within the system. The impact of these factors include:the decision-making mechanism of urban public goods supply, the main body of supply, the mode of supply, the sources of funding of supply and the oversight mechanisms of supply, and so on, so it will be more conducive to analyze the existing problems of Guangxi urban public goods supply step by step,and find the Countermeasures to solve the problem.It is undeniable that the ability is continuously improve in the supply of public goods in Guangxi cities, especially in the past 10 years, the supply of public goods in Guangxi cities have made great achievements in terms of quantity, quality, variety of areas. But there are still any problems:the obvious gap of public goods supply between cities;the structure of urban public goods supply is imbalance;the decision-making lacks of scientific in urban public goods supply;the shortfall of funding about urban public goods supply is huge;the inefficient operation of urban public goods supply.The reasons are:the inadequacy of the urban public goods supply study theories;the lack of incentive mechanism in public goods supply;the single channel of funding in urban public goods supply;the existence of"rent-seeking"behaviour in urban public goods supply;the government officials motivation of"political achievements"and so on. Based on the above issues and with the actual situation in Guangxi, to realize Guangxi urban public goods effective supply, this article proposed the following countermeasures:construct the"entrepreneurial-style"government which is lean and efficient; establish a scientific and democratic urban public goods supply decision-making mechanism;achieve diversified sources of funding for urban public goods supply; establish the"trinity"of the urban public goods supply model;enhance the city government's guide function for the supply of public goods ; improve the supervision system for urban public goods supply,and so on.
