The commercial bank is a special kind of enterprises. It takes the financial property and the debt as the management object, takes profit as the goal, has a characteristic of comprehensive multi-purpose management and an important constituent of social economy. Among them, the retail sales service is the manifest of commercial bank. It takes the customer as the central strategy, main way of the commercial bank provide zero-distance service, main tool of makes the well-known brand, main method of core competitive ability's creation, the important constituent of profit and the sustainable development foundation and the power.Individual retail sales service's development is linked with the bank service level closely. The service is the bank's eternal life. In order to enhance the service level of the financial bank and satisfy the customers' requests, the comprehensive cabinet system appeared. The system has more merits than accountant system. Not only adapts in individual retail sales service's development, also adapts the modern society's request of development, can promote quality of the commercial bank's service. But we can't deny that the comprehensive cabinet system also has some higher requests to the existing quality of jobholders. At present, many commercial banks, especially the state-owned commercial bank's comprehensive cabinet are transferred from the accountant system, the level of service quality and individual quality are hardly satisfy the new standard.In order to improve comprehensive cabinet's quality effectively, first step is comprehensive cabinet's selection. Present selections lack systematic characteristic and the logical continuity. Many important and necessary recessive qualities are difficult to evaluate. Therefore, this article introduced the personality measures.The personality measures are one of methods with fastest development. But in present researches, do not aim to the personality measures about commercial bank's comprehensive cabinet. In view of this, the article will devote to, in our country cultural environment and under the national condition background, construct the integrity system of the personality measures for the commercial bank's comprehensive cabinet. Then enhances the efficiency and the accuracy of human resources, reduces loss of wrong selection simultaneouslyThe methods of paper mainly use are the literature research, really investigates, studies level analysis, fuzzy synthesis appraisal and so on. The paper embarks from the realistic situation, in view of the commercial bank's questions about present service, proposed highly effective personnel selection is very necessary. This system includes of indicators of the personality measures, method system and the appraisal model. Indicators' constructing is a key point. The constructing is first time. The entire research involved management, psychology, organization behavior study, statistics and so on.
