Research On The Phenomenon Of Urban Village In The Urbanization Process In Xi'an

Urban villages are the special history outcome caused by the existence of two partition management systems and the extension of city area in the course of continuously urbanization development and the economy growth way change from the traditional planned economy to the socialism market economy.The existence of urban villages,for our country the tradition is economic to increase city under way economic of development,create employment opportunities for the farmer,provided to live space's etc.s to all once have aggressive function.Carry out continuously along with the science development view,the economy growth method changes continuously,many questions that caused by the urban villages attracted the serious attention of government and people,research and reconstruction of urban villages were started in all parts of our country.Xi'an City brings into the reformation planned city village to reach to 187,the existence in these villages,the serious check and supervision wears "internationalization, the market turn,the humanities turn,the ecosystem turn" in Xian of four turn the implementation of principle.In 2000,the Xian City,city hall puts forward in Xian to program the construction project of the implement "village in city" reformation inside the area scope,is already carried out a reformation by 35 villages,account for 18.7%of all villages.But we should see that because of then one side view,blind development, desire for quick returns,"over throw—reconstruct" and so on,the unreasonable planning and serious damage to the ecological environment started come up during the reconstruction of the urban villages.According to a survey,there were number of problems existing in 40 percent of the 35 urban villages that had been reconstructed,in other regions,the same condition also usually reported.This paper take the 187 urban villages which has been planned to be constructed of xi'an as the main research object.Use the correlative urbanization theory,by the survey of the urban histories and realities,this paper systcmatically analyzed the development course and main driving mechanism of urban villages in Xi'an.Combined with the requirement of urban sustainable development,this paper studied the actuality configuration and externality characters of urban villages,the problem and restrict factor of reconstruction.With the core obstacles of urban villages in Xi'an—collectively owned land into a state-owned,this paper analysis urban villages reconstruction and land reform.Use the sustainability theory,combine the analysis of preceding paragraphs,based on the development of specific plans in Xi'an,use of the theory of urban development,analysis urban villages reconstruction and policy proposals;advanced some logical policy and countermeasure for the reconstruction of urban village.Hoping can do some uses for reference to the research and reconstruction on urban village phenomena.
