Research On The Low Income Crowd Housing Allowance System

The housing is essential for people, especially for the low income community, which is the first step to make people enjoy a good and prosperous life. To solve the housing shortage is not only an economic problem, but also an important portion to maintain the social stable, united and harmonious. Housing problems should be solved, which not only an economic problem, but also an important part of maintaining social stability, stability and unity and building a harmonious society. At the same time, urban housing and real estate industry were given attached great importance by the Central Party Committee, the State Council and the government, a series of policies had promulgated in order to solve the housing problems of low-income families. Therefore, a more scientific system of housing subsidies should be built for low-income people, which has become vitally realistic to construct harmonious social in our country. The theoretical study is needed to be strengthened urgently.On the basis of summing up the results of previous studies, the aim researches of this paper are as follows:①the status of housing is surveyed and the reason of housing difficulty for low income in Xi'an is analyzed according to observation of low income in Xi'an by data collection;②on that basis, the objectives and principles of Xi'an urban low-income housing subsidies system are analyzed. With the filter housing model, the housing subsidy system of Xi'an urban low-income is proposed in order to gradually solve the housing problems of low-income families, which is that the supply subsidy and the demand subsidy should be combined together, then level multi-level, way multiplication subsidy system should be designed.③by the consumer surplus theory of micro-economics, efficiency of various forms of subsidies is studied, then obtained the exploitation conditions and the suitable crowd of different subsidy way.④refer to the housing subsidies system of urban low-income families, subsidy means for migrant workers are given to migrant workers.
