Stiglitz's financial restraint theory points out the imperfect of the market and the necessity of government' s intervene to rural financial development,then make the"incomplete market theory"replace the"rural market theory",and make the"rural credit subsidy theory"a dominant role.Recently, we continuously perfect the rural financial system.According to Stiglitz's incomplete competition market theory, using the foreign experience for reference, the principles to be hold in deepening inner mongolia rural financial system reform are practicability principle, progressive principle and sustainable development principle,etc.Deepening the reform of rural and pastoral areas in inner mongolia,build a new financial system demand to play free competition mechanism of financial market and fully exert the function of nation financial support to rural financial.This system includes commercial finance, cooperative finance ,folk finance,insurance,etc.Study on practical problems existing in rural and pastoral areas'financial system of Inner Mongolia, use the experience of rural financial development for reference both at home and abroad, further accelerate the reform of financial system, improving rural financial service system, no matter from the theory or practice, it has important meanings in protecting the healthy development of Inner Mongolia and even national financial system.
