Infrastructure is the general physical and social conditions for the survival and development of the rural and pastoral areas. This paper takes the streets hardening project as an example to carry out infrastructure research, summarizes the reasonable ideas and suggestions in the streets hardening project of rural and pastoral area; thus, it provides an efficient and positive practical significance on the infrastructure construction of our rural and pastoral areas.This paper mainly divided six parts to conduct the research, the third chapter to the sixth chapter is the main part of this paper, using the theory of public product and public service theory, the theory of service-oriented government, public infrastructure service equalization theory and correlation analysis method; through understanding of the current situation of the streets hardening project,the power facilities,the water conservancy facilities, the medical and health services, and the education infrastructure development in our whole region’s rural and pastoral areas,to grasp the basic situation of the development of infrastructure in rural and pastoral areas in our region. In this paper, taking current situation and the main measures in the implementation of the streets hardening project as basis,meticulous to understand the current development and the planning of the project; analysis of the rural and pastoral areas in our region, in order to explore the deep-seated reasons of the emergence problem in the process of implementation of infrastructure construction in the rural and pastoral areas of Inner Mongolia,to find a reasonable ideas and measures of the implementation, so as to improve the effect of the implementation of the infrastructure construction in the rural and pastoral areas of Inner Mongolia.The main results are:(1)We must do a good job in the rural highway construction and new rural new pastoral construction combine to reduce the burden of farmers and herdsmen, reasonable plan the construction scale, gradually adjust the construction structure, increase the investment in pastoral area highway construction;(2)We must reduce government intervention, improve the efficiency of public management, in the project implementation apply for adopting commitment system and signing to the implementation of "dual contract" system, gradually standardize the audit work of construction project, establish a reasonable incentive measures, focus on strengthening the financial management;(3)We must pay attention to and strengthen the construction management, improve the the quality of construction, and these are the basic requirement for building and using the infrastructure;(4)We must not stress on construction and neglect management. In order to use the infrastructure for a long time,the government must coordinate the multi-parties to participate in establishing and improving the management and protection measures.(5)We must adopt different measures suiting local conditions for our vast territory regions,and treat different regions respectively to establish and improve technical support in the regional management, and constantly improve the level of public services management, in order to service the masses more effectivelyThe innovation of this paper lies in:(1)The topic is novel.Taking Inner Mongolia rural and pastoral infrastructure construction as the premise and background, and the "ten full coverage" project as beginning, this paper take the streets hardening project as the main research object.(2)The data sources is firsthand information and accurate. In this paper all the data used is the official data,such as,all the three years and 2014,2015 data for the project, and the annual financial data. The accuracy of data is high,and has a high reference value.(3)The research methods are varied and fusional. In this paper lots of research methods are used, such as the system analysis, empirical research method, investigation method, experience summary method, literature research method, qualitative research and quantitative analysis and other research methods,etc.All of these are innovations which other existing literature are not involved.
