The Analysis Of Income Critical Value On The Transformation Between Farmers And Migrant Workers

The key of whether China's economy can develop sustainably is whether it can smoothly change the fixed urban-rural dual economic structure, and the key to change the dual economic structure is whether a large number of rural surplus labors can transfer smoothly. How to promote farmers transfer to be the migrant workers in China, and how to solve the increasingly seriously problem of migrant workers return to be the farmers, those two issues have become an imminent task for us, the paper just written in this context.In this paper, the study of transformation between the farmers and migrant workers including the two processes: one process is the farmers transfer to be the migrant workers, also means the transformation of rural surplus labors; another is that migrant workers return to be farmers ,namely the transformation that migrant workers returning. There are lots of study which done by many experts and scholars show that the occurrence of these two processes are affected by many factors, and the payment is the most important one.Firstly, through the investigation and analysis in the central region of Shaanxi Province, from the perspective of identity, the article get the income critical values of famers who are willing to become migrant workers through two transformation ways–"local transformation"and"strange land transformation"; the article also get the income critical values of migrant workers who may return to be farmers in this area, then do some comparative analysis about the relevant data.Secondly, in order to facilitate the use of conclusions to practical guidance, the article changes the perspective to transformation ways as the base, study respectively about the income critical value of transformation between farmers and migrant workers in the same transformation way. The article get two conclusions by mergering the front values we got: first one is the income critical value on the transformation between Farmers and Migrant Workers which transformate by the way of"local transformation"C1 is about RMB704.66; anther income critical value on the transformation between Farmers and Migrant Workers which transformate by the way of"strange land transformation"C2 is about RMB962.45. Finally, the article will do some comparative analysis between the merged income critical values( C1&C2) and the related data , then will obtain two groups of major conclusions: first group conclusions are the income critical value on the transformation of Farmers to Migrant Workers which transform ate by the way of"local transformation"is 3.53 times than the farmers per-capita monthly income in the rural place, the income critical value on the transformation of migrant workers returning is 9.02%lower than their current payment monthly; While another group conclusions are the income critical value on the transformation of Farmers to Migrant Workers which transform ate by the way of"strange land transformation"is 4.82 times than the farmers per-capita monthly income in the rural place, the income critical value on the transformation of migrant workers of same transformation way return to be farmers is 10.33%lower than their current payment monthly.I hope that through the values and conclusions which the article got, on the one hand to guide the task of the rural surplus labor transfer-out, on the other hand, conjunction with the"minimum wage regulation", to develop a reasonable minimum wage Standards for this vulnerable migrant workers group to safeguard their basic life and work. Also hope that the conclusions make reference to the enterprises, let the enterprises develop and release a reasonable wage, treat migrant workers warmly to ensure that workers retain and promote the development of enterprises. At the last, hope that under the joint efforts between the government and enterprises, the surplus rural labor transfer industry will proceed smoothly in China, and will also speed up the pace of the urbanization and modernization process.
