Research On Status And Countermeasures Of Tea Industry In Jiangsu Province

As the traditional industry, tea was one of the earliest opening and market-driven products in Jiangsu. Mountainous areas being fit for tea planting only take up 14.3% in Jiangsu dominated by water areas and plains, which lead to a limited developing space and a small scale industrial economy. But through the inner configuration adjustment and optimizing, the technology alteration and upgrade and the market performing mechanism building, the adaptation of the tea industry to the market fluctuation had formed. Under the circumstance of market construction's prominent conflicts, the price landslide, the benefit descending in agricultural products, the tea industry still maintained producing-marketing blooming and persisting steady development and always standed on a leading position in tea producing and management technology, processing technology and products quality etc. In present, the tea industry had already become a important industry, which integrated economy, ecology and social benefits and increasing farmers' income and agricultural benefits.Accompanied with our country's economy melted into world integrated economy step by step after joining in WTO, the tea industry in Jiangsu was now facing new situation, new pattern and new development and also entering new opportunities. However, where did Jiangsu tea industry head for? The author thought that from the point of Jiangsu tea industry real development and based upon finding out the problems, analyzing the cause of them, exploring the developing strategies, we should strive to develop tea industry in order to promoting peasants' wealth and the local economy.This paper, based upon wide investigation and consulting lots of resource, summed up some problems in Jiangsu tea economy at present, which focused on several aspects as follows: the weak primary construction and low proportional asexual improved seed; small scale enterprise, weak market competition ability and weak resistance to market danger; lack of labor and high producing cost; old processing facilities and bad processing condition; traditional and primary trade manner and feeble consciousness for market innovation; imperfect market mechanisms, unstandardized management and titular traditional tea association; low mechanization management and awaiting improved automatic processing techniques. And all these problems mentioned above must be solved through organization and system innovation, exploring new management mechanisms and operating manner.This paper, on the base of anatomizing five representative tea factories present conditions by questionnaire survey and field investigation and doing systemic analysis on those data, illuminated the tea development prospect. And In the premise of the problems for the five tea factories, this paper anatomized the reason of the problems and pointed out the countermeasures for the problems: strengthened the base construction and improved the tea plantation environment; exerted local predominance and optimized local distribution; reconstructed processing conditions and implemented clean production; cultivated leading enterprise and pushed forward industrialization operating course; enhanced market construction and carried out brand strategy; fostered standardized systems and expedited the information network construction; extended industry chain and broadened development space. At the same time this paper also pointed out that the implementation of all these measures needed the government great policies and guarantee measure to support. That is to say, the government needed to organize science and technology force to develop technology; perfect the service system and reinforce the science and technology transportation; introduce talents and heighten personnel quality; support private enterprises to boost up the industries energy; integrate the investment channels and elevate the investment benefits; lighten the enterprise burden and encourage enterprise development; accelerate the state-owned tea industries in order to form new leading enterprise.
