With the increasing technological contents and complexity of modern military equipment, the key point has been gradually transferred from the focus on performance and quality to systemic consideration on performance index, price, production schedule and technological innovation and so on. Meanwhile, along with the relationship between supply and demand transforming from the former plan instruction to national military system, scientific research units in the war industry have been also transformed from institutions to economical mixings of institutions and enterprises. Under the circumstances, within the limited outlay, the Second Research Academy of CASIC has to pay more attention to cost control of military product development in order to develop high-quality military products.Purchasing cost forecast is the basis of pricing, bidding and platform construction of price and cost control. According to the project particularity of military product development, the paper introduces neural network technology and constructs the neural network model for cost forecast of purchasing projects.According to the definition of game and analysis of the pricing process of purchasing projects in the Second Research Academy of CASIC, the paper infers that the pricing of purchasing projects during the development of military products possesses four components of game and the pricing process is a game process in nature, and yet has its own peculiarities for the particularity of military products.Based on the analysis of existent problems of purchasing cost payment in the Second Research Academy of CASIC, the paper puts forward a new milestone payment for purchasing cost, solving the incompatibility between parity and conformance quality, schedule balance and technological innovation in the former payment, vitalizing effectively the dynamic motivation of equipment parity and lowering the cost.Another way to lower purchasing cost and improve development efficiency is to construct the supervision and price check system aiming at the motivation and restriction system based on contracts and improvement of purchasing projects. Based on the elaboration of importance of this way, the paper puts forward effective measures to control purchasing costs.
