An Exploration About Government Green Procurement In China

Green purchase origins from green thought, which is the rethinking about traditional way to pursue the unilateral economic growth. Since 20centery 70s, the development and exist of human beings has been threatened and challenged by the environmental crisis, and environmental protection has become one of world three themes as well as the peace and the development. Green purchase, as a new view of purchase, has become a useful means of environmental protection for its outstanding positive outside effectiveness. Green purchase is a navigation mark that guides enterprises to have green production and it is also a motor that promote the development of environmental protection industry. The government, as a maker and implementer of social and economic development strategy, has a duty to put the environmental protection into its daily administration, and penetrate through every side of social and economic policy. Government procurement, as a tool for government, should develop towards being more friendly and harmonious to our environment. Government green procurement has become an important way to guide and promote sustainable development because of its large scale and manifestation. At present, government green procurement has been adopted by many countries in the world, and it has been one of important measures for the state to carry out its sustainable development strategy.As far as our country concerned, it is late to develop green purchase compared with other countries, and the government initiates the idea of government green procurement is later. What is more, our government procurement is unsound, green procurement is recognized gradually during the reform of procurement. Now, faced with global economic challenge, if we want to achieve the coordinated sustainable development of politic, economy and society, to realize the great reviving of the Chinese nationality we must try our best to set and spread the system of government green procurement, to realize the purpose of social and economic sustainable development.On the basis of the analysis on the relationships between green procurement and sustainable social and economic development, the thesis put forward that green procurement can not only reach the aim of environmental protection, but also help to promote the social and economic development. It is proved that it is necessary to set and spread the green procurement. The thesis analyzes the situation of our weak environment and easy green consciousness and unsound related government procurement system, and suggest learn a lesson from the successful practice of other developed countries. At last, the thesis gives some advice about how to set and improve our government green procurement system.The thesis comprises five parts: Except for first chapter, the second chapter is a basic theoretic analysis. The left three chapters belong to practical analysis, which try to put the theory into the practice.The first chapter is the preface, which states the theoretic and practical meaning of the title choice, the present research in this field, points and goals, main content and methods of my research.The second chapter is the basic theory about government green procurement. This chapter starts from the origination and concept of green procurement, gives statement about its style, content and the cause of its forming. It emphasizes the government green procurement is meaningful to realize the sustainable development, and analyzes the political meaning in the light of our court party construction.The third chapter is about the analysis of our government green procurement situation and the challenge we are faced. It analyzes empirically our country situation, and gives statement on the specific problems and challenges we are faced at present.The fourth chapter is the reference from other countries. It gives introduction on guidelines, system, measures, organizational construction, exam and supervision from the situation of other developed countries, giving a conclusion about their practical experience.The fifth chapter gives some advices about how to set and spread our government green procurement. On the base of analysis ahead, it proposes from the angles of idea, system, policy and organizational construction.One of the innovations is the analysis method is new. It bands government green procurement and sustainable development together, gives statement about their relationship. Another innovation is that the advice is new. Based on the analysis and the present situations of our country, some relevant advices are given to better and promote the development of government green procurement. What need to be pointed out is that this thesis has a lot of careless omissions too, and I hope every scholar criticizes and gives some suggestion.
