Nowadays, the scale and rate of technology transfer in the world has obviously raisen as well as the diversification of the form of transfer. Depend on their dominance status on science and technology, the developed countries are trying to monopolise the technology and know-how so as to control international market. On the other hand, for developing countries, make use of the technology transfer and pervasion from developed countries via direct investment, the technology licence, cooperation development etc. to heighten their level of science and technology development have become their important strategy. Our country also put the building of nation innovate and technology transfer system at important position.This paper elaborated the important function of technology transfer in the national innovate system, analyzed the reason, motivity and route of different technology transfer activities, and the influence of the economic performance. This research provides the theory basis of the mechanism of technology transfer in Binhai New Area. Combine with the advantage and shortage analysis of Binhai New Area, and the study on the level of technique transfer of enterprise, advisement on the mechanism and expansion of the technique transfer was given.Finally, the technology transfer and service within the field of seawater desalination at Binhai New Area was put as an example to prove the key role which international technique transfer played in promoting the development of new industry.
