With the extensive application of the theory of agent construction to China's public project, an obvious efficiency in investment has been obtained and the industry of agent construction has been brought to a prosperous way. When more and more consulting companies and project management corporations turn their steps to this field, problems resulting from relevant rules and regulations about agent construction seem to get more and more serious gradually, which makes it extremely difficult for agent-company to go into business. Otherwise, as today's relevant researches on risk management theory are confined to the agent construction theory itself and projects managed by agent-company, this paper systemically focuses on the identification, classification, quantization and evaluation of risks in the process of agent-company's operation, brings forward solutions for different risks accordingly and takes a consideration about system of risk management, model of risk supervision and etc.In the circumstances of above-mentioned thing and existing laws and regulations, this paper systemically and roundly identified the risks which agent-companies are faced with in the process of giving agent services, and which contains natural risk, market risk, financial risk, obligation risk and so on. On the basis of this, F-AHP has been used to make scientific evaluation on all of such risks, which smoothly realized the exchange from qualitative to quantitative analysis, obtained order by their ponderance, figured out the important ones. Moreover, a suggestion about what measurement should be taken for agent-companies to supervise and control the risk with great efficiency is made. Finally, this paper is supposed to play a good role in the process of the improvement of agent-companies'risk-control ability and competitive strength.
