Study On Local Government Function In Coordinated Development Of Regional Economy

Since the new scientific and technological revolution, new traffic and communication model's deeply development, the world economy has presented a trend of global economy and regional economy of integration. China regional economy has also presented a trend of flourish development and appeared higher integrative regional economy such as the Pearl River Delta the Yangtze River Delta regional economy successively. But at the same time there is a unbalanced phenomenon among the regions' development and a variety of evidence has indicated that the regional development gap still has a further expanded trend. Therefore, October 11,2005,《The Central Committee of the CCP's proposal about drawing up the 11^th Five-year plan of national economy and society development》pointed out that there would be six emphases in the 11^th Five-year plan and "promoting coordinated development among regions" was among them. "regions' coordinated development" was promoted to a unprecedented high situation. In the China's situation of a country, local government which is decision-making, management and benefit main body plays an pivotal role in promoting regional economy coordinated development.This paper dissertates the trend of regional economy of integration and it's impact on China regional economy, region development strategy implemented after new China was founded. and explains the necessity and possibility of local government's function in regional economy coordinated development. The third chapter obtains important revelation to China region coordinated development by introducing overseas region coordinated practices. The fourth chapter not only introduces Chinese succeed practices in regional economy coordinated, but also explains local government's some problems and corresponding measure to solve those in regional economy, and discusses that there are several reasonable mechanism to be constructed and several relationships to be disposed well in the future. In the end, this paper taking Tianjin government as example, puts forward some politic suggestions to Tianjin government in promoting link Bohai Sea regional economy coordinated development in the future.
