Study On The Managenment Mode Of Qingdao Highway

Looking back in history, Qingdao has created brilliant achievements in Highway. With indexes tops in the similar citites, Qingdao is playing an increasingly important role in economics, society and people's lives. In this sense, Qingdao highway is at a historic and critical stage.From 2006, Qingdao highway revenues and expenditures should be managed in full fiscal budget. In the new budget management mode, effectively promoting the harmonious development of highways is the focus.This paper first introduced the achievements in the development of Qingdao Highway, then in terms of the road network development, and economic development, city competitiveness enhancing and improvement of the people's living standards and other aspects concludes that Qingdao highway industries is facing tremendous opportunity, and is in a crucial period of development. However, the speciality of highway industries, Construction and Maintenance of Highway funding pressure and the greater difficulty in the management pose external challenges for the development of Qingdao Highway. On the other hand, after the sunshine wage reform and budget management mode, a series of inharmonies emerged and influenced the effenciency of managenment of Qingdao Highway Bureau.On the basisi of the preceding Judgement of the development of Qingdao highway, the paper uses successful reform experiences in other provinces and combines the actual management of the bureau, and bring forward many strategies and tactics, ranging from the function posioning, organization structure optimization, management mechanism innovation, company reforms,and human resource management and planning.With these strategies, this paper tries to find some meaningful approaches for Qingdao Bureau to meet external challenges and also tackle the problems in full fiscal budget.
