The Game Theory About The Safety Management Of Civil Aviation Transportation

The safety is the most important thing of civil aviation transportation. To assure the safety in civil aviation transportation, the aviation enterprises (airlines) must operate strictly following the flight standards and criterion relevant to civil aviation. But airlines, as enterprises, would try their best to chase the highest profit, and this could lead them to ignore safety. On behalf of the supervising facility of the government, the civil aviation administration (aviation authority), should make the most use of supervising, establish scientific and reasonable mechanism of supervision and stimulation, reduce the airlines' violations of the regulation and flight standards, make them to maintain the operation safety standard consciously.First, the paper studied the current safety situation of civil aviation transportation and analyze the current safety supervision mechanism; then, based on economic game theory, The inner mechanism of safety supervision system was carefully studied. The strategy set of the game theory between airline company and safety supervision department was analyzed . The possible solutions and analysis about the Nash equilibriums of pure strategy and mixed strategy were was obtained. According the equilibrium of the model, the different effect of different safety supervision measures (sampling ratio and the intensity of punishment) are discussed. Finally, considering with the characteristics of the nation civil aviation, the suggestions and measures to optimize the mechanism of civil aviation transportation safety supervision and measures are presented. The result of the study will be very helpful to improve the safety of civil aviation transportation, and could be used as guidelines for the civil aviation safety supervision authority to optimize its safety supervision mechanism.
