| Since the reform and opening-up policy, great changes have taken place in the agriculture and the countryside in China. The deficiency of countryside public goods' supply, however, causes the rural economic and social development to lag behind the entire social situation. After the rural tax reform in 2004, the countryside grass-roots financial deficit becomes more and more obvious and the countryside public goods supply is stricken seriously. Under the influence of the social situation, the countryside public goods supply in Wulian County also becomes deficiently.This paper summarizes the results of previous studies and uses the countryside public goods supply in Wulian County as an example to offer a comprehensive description of the status of countryside public goods supply and in-depth analysis of the existing problems, and provide relevant policy recommendations on how to achieve effective supply of public goods.Based on the summary of the previous research, in close connection with the central authorities on the "three agriculture" as the guiding ideology, with the concept of scientific development and the "five balances" , "two trends" as a theoretical basis, this article uses the combination of theoretical and empirical methods, focuses on how to solve the problems that appear or may appear on the stage of supporting reform, and pays more attention to the measures that the basic unit government, mainly the county and the township governments, should take on the countryside public goods supply, to a certain extent reflecting the forward-looking of theory and practice.This article is divided into 5 chapters.The first chapter is the countryside public goods and the supplies theory summary. This chapter has carried on the brief theory matting to the public goods and the public goods supplies. Through combing the public goods and the definitions of the countryside public goods, it offers the reasonable definition to the countryside public goods effective supply, based on which it carries on combing of the main body of countryside public goods' supplies. It figures that the countryside public goods supplies should not be restricted in a government side merely, but should also include personal and the third department. On this basis, it hackles the logic of the countryside public goods' effective supply.The second chapter shows the present situation of the countryside public goods supplies after the reform of taxes and fees in rural areas in China. In this part, it compares it with the previous one, carries on the inspection to the countryside public goods' supplies main body and supplies ability, and finally summarizes the main factors of restrictions of countryside public goods supplies.The third chapter provides reference of international experiences for the countryside public goods supplies. This chapter inspects some effective practices of the countryside public goods supplies in some developing countries and developed countries, and simultaneously proposes reference.The fourth chapter is about countermeasure to realize the countryside infrastructure effective supply. This chapter explains the emphasis and scope of countryside public goods supply in Wulian County. On this basis, it proposes specific measures to improve it.The conclusion part carries on the summary and the review to the full text. It summarizes the research background and the conclusion of this article. It proposes that the improvement of the countryside public goods supply in Wulian County first depend on the transformation by the country and the higher authority government in the countryside public goods supply. Under the environmental improvement' s premise, Wulian County and township local authorities should take the practical measures to keep the country or rural public goods supply items running in good condition. |
