Study On Chinese Fisherman's Income-Increase On The Basis Of Intensive Exploitation Of Marine Fishery Resource

With the economy development and population explosion, the development of agriculture on land has more and more limitations. Exploiting and utilizing marine fishery resource has been hotspot in the 21st century. China has abundant fishery resources. There are 5000 kinds of marine fishes, thousands of shrimps and prawns, crabs, shellfishes and aquatic plants. Abundant marine fishery resources not only provide plenty of food for us and improve our diet, but also promote the marine economy development and fisherman's income-increase in our country.In the respect of exploiting and utilizing marine fishery resource, all coastal governments have attached importance to developing marine fishery and constituted many rules of law, policies and measures and so on, which is very helpful to the development of marine fishery. However, with the rapid development of marine fishery, ocean water productivity has been excessive exploited, which makes the ocean water environment in our country pollution and the ocean fishery resources be subjected to huge breakage. And it influences the increment of fisherman's income seriously in our country. In recent years, fisherman boosts production but not increase income. The income goes back and forth, and the margin extends continuously. Fisherman's income-increase relates to improvement of fisherman living levels, to comprehensive construction of well-off fishing village, to the stability and the progress of fishing village even to the whole society in our country.Therefore how to carry out intensive exploitation of marine fishery resource and promote the increment of fisherman's income has become an important topic. This paper took the Marxist economics and the Microeconomics as a theories basis, and did a research on the relation between intensive exploitation of the ocean fishery and fisherman's income-increase, adopting substantial evidence analysis and norm analysis to combine together and making use of various academics knowledge about fishery, economy, covariance, law, management etc. This paper represented a useful effort, not only for realizing intensive exploitation of the marine resources but also for developing ocean fishery economy and promoting fisherman's income in our country. This paper was divided into the following five parts.Chapter one began with definition of marine fishery and basic connotation of intensive exploitation of marine fishery resource. Then it pointed out the important function of marine fishery resources, and analyzed the current situation of marine fishery resource using in our country.Chapter two analyzed successful experience in the using of marine fishery resource in the United States, Japan, South Africa, Australia and so on. Then it putted forward drawing lessons from the intensive exploitation of the marine resources to our country.Chapter three, which made use of economics knowledge and returns to return analysis, studied the tie-up between intensive exploitation of the ocean fishery and fisherman's income-increase. Then it pointed out that only realize intensive exploitation of the ocean fishery then can promote country fisherman's income fast, continually.Chapter four putted forward many problems which fisherman's income-increase is confronted with the limitation of intensive exploitation of marine fishery resource. The irrationality of three marine fishery industrial structures, the controlling of using marine fishery resource and the breakage with ocean ecosystem environment, these all obstructed seriously the intensive exploitation of marine fishery resources, and restricted the increment of fisherman's income in our country.Chapter five discussed some suggestions of fisherman's income-increase on the basis of intensive exploitation of marine fishery resource in our country. First, optimized the industrial structure of marine fishery; forth, needed to protect ocean ecosystem environment. Second, perfected some related policies. Among them, optimizing the industrial structure of marine fishery is basic measure, which realizes the intensive exploitation of the ocean fishery and promotes fisherman's income in our country.In a word, there is close connection between intensive exploitation of marine fishery resource and fisherman's income-increase. Only carrying out intensive exploitation of marine fishery resource, by optimizing the industrial structure of marine fishery and perfecting some related policies, can we ensure fisherman's income-increase continually and rapidly.
