The central region which includes Shanxi, Anhui, Jiangxi, Henan, Hubei and Hunan, occupies its own place in the long-term economic development of China. It is located in the center of China, links south with north, joins west and east together, and it has an outstanding resources and product advantages with a big population. Meanwhile, the central region also has an enormous technological potential. With all those advantages, the central region might be under the beneficial condition of quickly economic development, however, since 90's in 20th century, the development margin of central region and eastern region is getting bigger and bigger continuously. Especially with the carryout of Development of the West Regions strategy and revitalizing Northeast old industrial bases strategy, the central region fails backward in this new round of district economic competition gradually, and even got a so-called name as "central region falls to sink" . The reasons which cause economic level in the central region fell behind others are a lot, but that the opening out degree was not enough is a very important one. To accelerate carrying out reestablishment speed of central region, to achieve balanced development among different regions , to extend foreign trade degree further, have quite important meanings in raising our foreign trade level and promote the balanced economic developments.The middle area foreign trade was opposite in the eastern area starts late, the middle area development foreign trade needed the new theory under the new situation to instruct the foreign trade activity, formulated the appropriate trade policy. The new economic geography new trade theory the middle area the foreign trade provides the new theory instruction at present for our country, Under current situation, also cannot implement the free trade completely, not impossible to maintain the high protection the condition, the new trade theory opened a middle path, seeks one among the free trade and the protected trade the new pathway which has the condition to cooperate.International experience and the 28 years' practice of our reform and opening-up certificate that dealing with the mutual relationship between foreign trade and our economy and society including district coordination of development correctly, and make full use of the "accelerator" function exists in foreign trade, exerting their behind delivering advantage, should be the basic strategy for promoting central economy, which is also an important shortcut of realization central rising strategy. The liberal degree size, along with liberal level exaltation relate to foreign trade result and purpose directly, and to the fact if it can speed up the realization a economic society quickly and well. Therefore, this thesis puts forward the advantages for central region to develop foreign trade by analyzing achievement and existent problem the central region economy obtained, and from the view of new economical geography makes some studies on the implement of the foreign trade strategy. And based on those studies, the author gives some related suggestion.
