On The State-Owned Enterprise's Compititive Advantage And The Approach To Realize It

The basic direction of the state-owned enterprise's remanufacture is persisting in the public ownership system holding, and establishing the modern enterprise system which use the workers in independent union as the primarily drive wheel. According to the socialism production relations' request ,which use the workers in independent union as the primarily drive wheel., we should establish the state-owned modern property right system, which requests that the ownership is clear, the power and responsibility is explicit, the protection is strict, and the pasts is smooth. The goal of the state-owned enterprise's governs is that realizing the economical rights and interests of the beneficial main body in the enterprise by the smallest government's cost ,and this requests that the most superior company governs has three characteristics: systematic characteristic, integrity, auto-adapted. The government system of the state-owned enterprise mainly is composed of four major sub systems: the government system of the company internal; the government system of the government; the government system of the market; the government system of the facilitating agency.Though this text can't announce the inherent meaning of " Advances sometimes, retreat sometimes and does what is appropriate and discards what is inappropriate " in an all-round way, but it has got rid of and interfered with one followingly at least: Confirm China's state-run economic scale according to international experience; That the state-owned enterprise withdraws as the enterprise privatization is a result of the market competition; The natural instinct of state-owned enterprise is the indistinction between the functions of the government and those of enterprises, therefore must withdraw from the competitive domain; That the profit rate of state-owned enterprise is low is a reason of one's own public ownership, the state-owned enterprise should withdraw from the competitive field voluntarily ;The privatization is"compelled"because that the state-owned enterprise is unable to do well.
