Since the 1990s, China's employment situation had become more and more serious. Unemployment is brought by specific conditions at specific historical stage of economic development. And the reasons for unemployment are complicated. As to Xinjiang, in 2006, the registered unemployment rate is 3.9%, and the number of unemployed persons is 119 800. But if taking account of the question of unemployment statistics and the hidden unemployment, Xingjian's employment situation is unoptimistic.In this paper, we analyzed the characteristics of the unemployed in Xinjiang on the basis of the review on unemployment theory firstly; and then we estimated urban real unemployment rate, the countryside's hidden unemployment rate, and particularly Xinjiang's natural rate of unemployment; finally, we gave some advices to cut Xinjiang's unemployment level. The conclusions include: Xinjiang's employment situation is stern. In 2006, the remaining rate of rural labor force is 66.12%, the number of surplus agricultural labor force had achieved 2,740,300. Therefore, the pressure to move rural labor force is huge, we must treat it properly. At the same time, urban real unemployment rate rise continuously. In 2006, urban real unemployment persons had reached 281,400, and nearly 10% of urban economically active persons need job opportunities. Furthermore, compared to the national average, though Xinjiang's nature rate of unemployment is slightly lower, it still had achieved to 4%. The natural rate of unemployment takes a great proportion of the cross unemployment rate, and what hides behind the high unemployment rate is the structural question. The cyclical unemployment and the natural unemployment exist side by side, so we need to focus on both sides, and cannot emphasize on one thing at the expense of another.
