With the trial of generation unbundling and the competition bidding, competition is introduction in the power generation pattern in our country. The followed is to be introducing competition mechanism to retail side, and perfecting the price formation mechanism. And the direct power-purchase for the large user is the crucial phase of retail side open, so it is in line with the demand of current reform of the electricity market. For this,how to develop direct power-purchase for the large user in the current market is researched in this paper. Based on the retail side opening experience in foreign market and the experimental unit experience of direct power-purchase for the large user in china, the conductions for direct power-purchase for the large user and the problems faced by china's direct power-purchase for the large user management at present is discussed at first. In the light of China's market-oriented reform and the actual situation,that China's large user directly purchase reform must go through a longer transition period is put forwarded. And the step-by-step implementation plan of direct power-purchase for the large user management in current circumstances is given. At last, based on the real circumstance of the province, the analysis and measurement for direct power-purchase for the large user is given from the model, the charge system, the settlement, and so on.
