It has been a heated topic that how to apply new business mode through internet to influence people's consuming habits. At the beginning of 21st century, dot.com companies who survived from the harsh depression started to make the business world different. At the same time, they are providing new opportunities for the global economy.In spite of acknowledgement of the major society, E-Commerce succeeded in limited certain territories. The reason is considered because of the technical openness and organizing flexibility. Meanwhile, the clients prefer to treat it as the supplementary of the traditional business. In the year of 2005, coming the Web2.0 era, Blog, SNS brought a revolution towards the internet industry. However, how to breed the fresh new and fast developing web2.0 technologies and how to make the correct path for the E-Commerce 2.0 are still under discussion.In this thesis, we are trying to apply Web2.0 theories to the E-Commerce practices. Here we give a method of online market construction. And this method is based on Web2.0 technologies, facing professional B2B market. Together, the thesis offers a risk management procedure to assist the decision making of the new market participants. In the risk analysis part we use the fuzzy diagram in order to make the procedure scientific and practical.
