The 11th Five-year Plan is an important historical period for our country's railways to fulfill the forward-leaping development, which has the characteristic of large scale investments, high-tech contents, tight quality control. Railway construction projects give priority to great railroads and bridges. These projects need complex material with large amount and advaned management. From accommodating enterprises to traffic enterprises, from building site warehouses to construction locales, the material course comes into an in-house logistics of construction projects. How to farthest organize the in-house logistics of construction reasonably is one of the key factors to reduce the construction cost. Using an advanced management to optimize the mode can not only improve economic benefit, but decrease more cost of the railway construction enterprises.The emphasis of this paper is how to designing a optimized mode on the railway construction project. It has five aspects including stock, stockpile,supply, callback and control. It uses the methods of the supply chain partenership, distribution of discrete random variable, certain decisions, returned logistics ecommerce platform, the earned value management, balanced scorecard to establish the logistics operation mode. It analyzes the practicable instance of an x branch of the China Railway Engineering Parent Company. The result proves the optimized mode having the realistic guidance meaning of accelerating the enterprises' logistics economic benefit. It can be satisfied the demand of tactic targets on the logistics management.
