There are many coal cities in central region of China, which have done great contribution to our country's modernization. However, they are facing to coal exhausted and cities' declined, because of their political and industrial system. Based on the industrial lifecycle theory and the following development theory of superseded industries, as well as the experience form foreign and domestic, this paper quantitatively selects the superseded industries for the coal cities in the central region, and indicates the industries development countermeasure. This paper testifies that: (1) Through analysis on the actuality of the 11 coal cities, it is discovered that the secondary industry is void high; both of the primary and tertiary industries drop behind to average level; From the views of the devolvement route, it find that the gap between the secondary & tertiary industry structure and the average level of coal cities is expanding; and the social employment problem is also stubborn in the coal cities of central region. This paper also analyses the compared advantages and disadvantage of their industries based on location entropy theory. (2) This paper quantitatively selectes the superseded industries for the coal cities based on grey relation theory. It researches into the relation-degree between main factors and its economy. And then, utilize hierachical cluster method to classify the 11 coal cities into four different categories, and put forward development proposals for the superseded industries of the different kind city. (3) From the successful experience of foreign and domestic coal cities, this paper summarizes ten illuminations about how to develop the superseded industries, and brings forward relative policy suggestions to the coal cities' superseded industries in the central region.
