At present, the Town's Basic Pension Insurance System has reforming morn than 20 years, has formed a system frame that multi-level and combine social planning and personal accounts;The Town's Basic Pension Insurance System of China which is a most important component of the Basic Pension Insurance is facing a non-precedent challenge. Due to the factors of the market oriented economic system and the aging population structure. The sustainable development of the Town's Basic Pension Insurance system has become one of the most important issues concerned by the government. To improve the Town's Basic Pension Insurance and make it develop durably, which is not only the urgent need of the Town's Basic Pension insurance system, but also related with the reform, development and stability of our motherland, directly influences the economic development and social harmony. It has great meanings of the study of the sustainable development of the Town's Basic Pension Insurance System, and also is an important issues which our government and academic circle facing. This article estimates the sustainable development of the Town's Basic Pension Insurance System into four indicators: the stability of the Town's Basic Pension insurance; the reliability of finance, institutional development and external factors related to the four Basic Pension Insurance System.This article mainly divides in to six parts. First part, the introduction, involves the background and the significance, the literature summary and research basis.Second part, the theoretical premise of sustainable development of the Town's Basic Pension Insurance System, to introduce the concept of the pension insurance and the sustainable development of the Pension Insurance and so on. Third part, the analysis of the four indicators related to the basic pension insurance, which are the stability of the Town's Basic Pension Insurance; the reliability of finance; institutional development and external factors related to the four Basic Pension Insurance. The analysis of the indicator of the reliability of finance from four processes of the funds of the Basic Pension Insurance and find out the problems exist in the aspects of raising the funds, payment of the funds, the investment and management of the funds; Four part, referred to the experience of the pattern of the Basic Pension Insurance of the United States, Singapore, Chile, Japan and so on; The fifth part,the countermeasure for sustainable development of the town's basic pension insurance, through the analysis of the actuality of the Town's Basic Pension Insurance and referring to the experience of other countries which related to the condition of our country.The sixth part, the conclusion of this paper.
