Value-Based Management Architecture Designing In Telecom Enterprises

With the pricking up of marketing competition, telecom enterprises need to change its management thinking from "profit maximum" to "value maximum". To begin with achieving the goal of maximizing value, value-based management aims at NPV growing and decreases the risk for development. On this platform, telecom enterprises could maximize value by operating cost management, project management, process management, reporting and warning mechanisms for the management and control auxiliary tool. In addition, we should also to encourage all managers and staff to pursue the goal of maximizing the value by implementing BSC-based performance and risk-control management.The paper circumfuses the informational implementation thought of value-based management in telecom enterprise, elaborates point-by-point and successively from value-based management theories concept, present value-based condition analysis in telecom enterprise and informational solution of value-based management. The paper sums up the theories and demonstration about the value-based management informational implementation thought in the telecom enterprise by combining the theories research about the value-based management during the master degree study period with the practice experience of the informational projects which is implemented on the scene in the companies such as CMCC, China telecom in the present two years.By writing this paper, the author puts forward a creative management hierarchical model and the management system model, which are both based on the value-based management in telecom enterprise: The management hierarchical model mainly describes how the telecom enterprise maximize the value by applying various management and constructing a platform for the value-based management; The management system models, which provide us with the perspective of informational implementation thought, can be seemed as the implementation of management hierarchical model. Moreover, the system model provides us with the future framework for informational implementation of value-based management in telecom enterprise.Implementing value-based management architecture is not only an innovation of form but also an innovation of management. It will become the steady foundation for telecom enterprise's long-term development.
