Since the 1990s, China's telecommunications industry has achieved unprecedented development. Telecommunication enterprises are growing day by day. At the same time, a great challenge they have to face is the innovation and the application of performance assessment. Performance assessment ia the one of the core work in telecommunication enterprises.An organization can improve the overall effectiveness by performance assessment. Workers in the organization can improve their abilities and performances in the same way. Finally the organization can realize the strategic goal.There is no best but only the most suitable method of performance assessment in the world. This paper takes company C as subjects. After a year of field visiting, researching and a comprehensive analysis of the company's original performance assessment system, the author designs a new performance assessment model named KAM.KAM is a comprehensive performance assessment system. It integrates the advantages of three performance assessment methods, KPI (Key Performance Indicator) , ABD (Assessment By Data) and MBO (Management By Objective) .KAM carries out the output of staff with the help of computer.After a year of practice, the author improves KAM performance assessment model. The result proves that KAM is suitable for company C.It improves company C's performance management level.Company C is typical in China, so KAM has a certain role in guiding and application value for the Chinese telecommunication enterprises.
