With the development of information technology and the promotion of e-government project in China, agriculture has developed into a new historical period. The construction of agricultural information in China has undergone great changes and the roles of information work have been increased in promoting agriculture and rural economic development. It is an inevitable trend for the market economy to develop from the traditional mode of distribution of farm produce to the application of advanced information technology and network, integrating the circulation of agricultural products, reducing costs, optimizing resources distribution, improving economic benefits to producers, operators and consumers and ultimately realizing online transaction of agricultural products. Learning from the experience in the development of agricultural information network service from foreign developed countries, the development of agricultural information network service in China must pay more attention to and strengthen the governmental leading roles. The development of agricultural information network service can be promoted in aspects of national legislation, financial input, policy support and management and coordination. Meanwhile, the focal points should be in areas of information market order standardization, information resource integration, agricultural infrastructure construction, establishment of sound legal system and laws and regulations, authenticity and effectiveness of information quality and IPR, protection of rights and interests and promotion of agricultural information sharing.At present the development of Chinese agricultural information service focuses on providing farmers with public-interest information service. The implementation of rural household system of contracted responsibility, which is dependent on information infrastructure and information service, has stimulated farmers'enthusiasm and has played important roles in rural economic development. Information infrastructure and information service have played significant roles in rural production, farmers'lives and national economy. However, the inadequate supply of agricultural information in the country will affect the settlement of the issues concerning agriculture, farmers and rural areas.As an important platform for providing agricultural information service and promoting circulation of agricultural products, "Nationwide Joint Publishing System of Rural Supply and Demand Information"(hereinafter called One-Station) was jointly established by Chinese agricultural departments in 2001, which was put to operation in 2002. The system publishes supply and demand information for producers and dealers for free. At present the number of current registration of organizations, enterprises and individual users has reached 185,000 basically covering all the counties in China. The design and function of the system have met the demand,"joint information publishing and feedback location"and have realized one-station service of publishing supply and demand information. Through the statistical data and benefit analysis over the past few years, One-Station website has produced better social benefits, helping users gain great economic results. As a governmental public-interest website, it will enhance the overall capability of agricultural information service, promote the development of Chinese e-business of agricultural products, and thus speed up the settlement of the issues concerning agriculture, farmers and rural areas.Through taking"One-Station"website as an example to conduct studies on Chinese agricultural information network service, we can reach a conclusion that the successful development of governmental public-interest agricultural information network system, beneficial to the well-being of the people, will propel the settlement of current problems in agricultural information. Meanwhile, the development of agricultural information network service also needs participation and cooperation from all the various aspects. The Chinese government should increase financial input to online rural information service; accelerate agricultural network infrastructure and related technical development; guide and encourage enterprises to participate in agricultural network service; integrate information resource to establish agricultural networks; improve agricultural products information standardization and strengthen education and training to help farmers get access to Internet. Only in these ways Chinese network agricultural information service can develop fairly fast.
