| Since 1970s, European Union adopted various measures to propel the integration process of European Union in order to reduce the regional development disparities and advance the balanced development among countries, which enhanced the European Union comprehensive competitiveness. During this process, the European Union structure fund has played the pivotal role as an important component in the European integration policy framework. The European Union structure fund is easy to operate and is characterized as being efficient and standardized, it is a successful model in implementing regional policy and regional economic development, and it is of great significance as reference for developing countries and regions to construct their regional integration pattern and strategies.Beijing-Tianjin-Hebei Integration marks the regional development traits and basic trend, the fundamental conditions and the system of the policy framework are basically established, at present, to choose a suitable and feasible policy model to promote integration is becoming an urgent task to promote Beijing-Tianjin-Hebei Integration. Based on the exemplary practice in small-countries-connected Europe Union, it is beneficial to absorb the successful experience of Europe Union Fund which played an important role in promoting Europe Union integration as a bridge, a bond and fundamental policy platform. It is of great practical significance to discuss the policy framework and mechanism to promote Beijing- Tianjin-Hebei Integration under the perspective of Europe Union Fund, to put forward new solutions to advance Beijing-Tianjin-Hebei Integration initiating a new situation and to speed up regional integration process.This paper analyzes the history background and development trend of Europe Union Fund from the view of the intrinsic mechanism between Europe Union Fund and Europe Union integration, clarifying the Fund's operating framework and working mechanism, and put forward suggestions about the applications of the practice into their own countries. Meanwhile, this paper begins from the operating framework and working mechanism of EU structural fund, examines the corresponding issue displayed on Beijing-Tianjin-Hebei Integration with Europe Union Fund in its role to EU integration, then with examining the weak link in the Beijing-Tianjin-Hebei Integration policies, based on the framework of EU structural fund policy, this paper points out the main fields to strive at and the pivotal issues to be addressed in Beijing-Tianjin-Hebei Integration, this paper provides the grounds for policy making in making highly effective Beijing-Tianjin-Hebei Integration policies, it is useful to review Beijing-Tianjin-Hebei Integration policy from this new perspective.This paper consists of five parts:Part one: EU structural fund and its developing process. It reviews the background of initiating EU structural fund, expatiates on the main objectives and contents of EU structural fund, reviews the evolving process of the European Union structural fund and analyzes the future trend of EU structural fund.Part two: the importance and effect of EU structural fund in the process of EU integration. It addresses the degree of the importance of EU structural fund and its special contribution to the EU integration process. In addition, this paper discusses the effect EU structural fund had on coordinating interest among countries, on maintaining EU economy advances, on social cohesion building and on EU political integration, boiled down on one sentence, this paper addresses on EU structural fund from macro perspective.Part three: the regional coordination mechanism which facilitates the integration of Europe Union Europe Union Fund. It analyzes the synchronization the EU Structure Fund and EU integration; then it examines the multilevel–network and regional-cooperated mechanism of the EU Structure Fund. Based on this, it generalizes the experiences of the unique mechanism of the EU structural fund in promoting regional integration. Then it lays foundation for the conclusion that structural fund is the necessary choice to promote regional integration and that it is advisable to learn advanced practice and management experiences that period objective should be harmonized with regional policy, adhering to mutual benefits and keep harmony in the process regional integrationPart four: the applicability analysis of EU structural fund on Beijing-Tianjin-Hebei regional integration. It elaborates the applicability for Beijing-Tianjin-Hebei regional integration to learn from EU Structure Fund experiences; it discusses the regional policy objective, regional cooperation current situation and hindrance of Beijing-Tianjin-Hebei regional integration. At last, it points out that the regional policy system lack of unity is the critical factor which hinders the process of Beijing-Tianjin-Hebei regional integration Part five: the policymaking of Beijing-Tianjin-Hebei regional integration in reference to the experience of the regional coordination mechanism adopted by EU structural fund. It points out that the rich experiences EU structural fund accumulated in regional policy making and in promoting EU overall integration, which has immense advising significance in handling problems encountered in promoting Beijing-Tianjin-Hebei regional integration. It outlines the regional policy framework of Beijing-Tianjin-Hebei regional integration on the basis of experiences of the regional coordination mechanism of EU structural fund, and it also analyzes the working mechanism and protecting measures of the Beijing-Tianjin-Hebei Regional integration. Upon this, the paper proposes the policy options for Beijing-Tianjin-Hebei regional integration. |
