Research In Regional Innovation Capability Of Northeast Old Industrial Base

In the knowledge-based economy and the trend of globalization, the development of the world economy showing a regionalization of the characteristics of large state-to-state, to a small region, such as the United States Silicon Valley is the center of the information industry, Taiwan's Xinzhu becomes a distribution center for computer maker, the mainland's Pearl River Delta as the manufacturing sub-base. These regions have been able to rise so rapidly, because of its character of the development and innovation. Especially in the era of knowledge-based economy, the importance of innovation has been recognized by more and more people that innovation is an inexhaustible motive force for the prosperity of the country and measure the level of a regional innovation indicators--regional innovation ability, it has become the region's economy to gain international competitive advantage and the decisive factor in regional economic.First , regional innovation capacity at home and abroad related research were reviewed, in this article quoted on the development of China's science and technology strategy group, "China's regional innovation capability Report," in regional innovation capability index system, using the indicator system of data collection made a deal with the Northeast regional innovation capability status of the three provinces of the year 2001--2006 of the Regional Innovation relevant data to conduct a longitudinal comparative analysis, found that although the three northeast provinces in the region innovate ability continuously improved, the overall level is low. In order to find out its regional innovation capability deficiency, comparative research in regional innovation between the Northeast Old Industrial Bases and Yangtze River Delta - in Shanghai, Zhejiang, Jiangsu, educe the existence of five problems, namely the creation of knowledge, access to knowledge, technological innovation, innovative environment, economic performance. For the existence of the problem, proposed the countermeasures and suggestions of upgrading northeast region regional innovation capability.
