| Xing Jiang digital seismic observation network project is a capital-intensive construction project, the part of the project has been completed, but there are many problems existed. As a non-operating government investment project, its management method is a traditional management system combined with investment, construction, management and application which is lack of regulatory mechanism and causes three-exceed:budget- exceed,size- exceed and standard- exceed. The result of these problem is out of supervisement and that the investment effect can't be reach definitely. Under the background, this article summarizes the agency model of the current domestic and foreign developed countries of the pilot areas for government investment projects, contrasts the differernt models from the view of the clients and the client relationship, analysizes the Xing Jiang digital seismic observation network construction projects and proposes the necessary to speed up the construction of the Xing Jiang digital seismic observation network in the agency model. Under the review of the literature, according to the the agent theory and the game theory& informantion econimics, the paper constructs the agency model between Xing Jiang Seismological Bureau and the constructiom company for the Xing Jiang digital seismic observation network and applies the empirical research between them. The result can provide the scientific references for the follow-up project and other projects and has a certain guidance and practical significance. |
