Information Industry has been emerged and developed all of sudden,following the economy globalization and the society informationalization,by resorting its powerful vitality and developing,information industry has been out from the traditional Second Industry and Third Industry become the Fourth Industry,which owns characteristics of itself,and it is strongly impacting the original industrial structure.In the west developed countries represented by the USA in decades years,the proportion of traditional industry is decreased,some has even been turned into sunset industries.However,Information Industry based on knowledge appears its vigor and vitality constantly.In some countries such as USA or Japan,the output value of some information departments has become the highest one exceeded other conventional industries as the auto industry,the steel industry and the petrochemical industry and so on,now they are developing forward with two bits digital speeds.As a minority nationality ,Inner Mongolia faces opportunities and challenges in the processes of developing information industry,yet the key points lie in how to adjust the industrial structure to realize the combination and fusion of information industry and others;how to exert theguide action,orientate the development trend clearly and perform the leap and sustainable development.At first ,the paper states the definition,the classification,the feature and the position and function in t he national economy of Information Industry,moreover reviews the measurement theory of Information Industry at home and abroad; Secondly, this paper quantitatively analyzes the development and present status of Inner Mongolian Information Industry based on the Input-Output Stable, establishes the industrial system structure model of the whole region by the method of Interpretative Structural Model (ISM), the paper studies the station of Information Industry in the whole industry; Through calculating the relative coefficient between information industry and other industry, the paper further explains the action of each information industrial department and others in the whole region, meanwhile demonstrates the present development,the problems and reasons of Information Industry by analyzing the model and computing result in order to make correct and reasonable industrial policies."11th Five-Year Plan" period will speed up the development of information industry is a brand-new stage, the information industry of Inner Mongolia will face a leap-forward development opportunities. Even though productivity to measure the level of development, Inner Mongolia, on the whole still remain in the agricultural-industrial society, however, the information industry development of the relative independence of its knowledge and intellectual investment as the mainstay, not dependent on the resource, its development doesn't require the national economy overall quality of the absolute superiority of the require ments of the economic environment is not very harsh, making Inner Mongolia in the national economy based on the relatively poor circumstances, vigorously develop the information industry, using the advantage of effect,to drive other industries by the information industry to achieve the optimization and upgrading of industrial structure. Therefore, to develop a comprehensive information industry strategy in Inner Mongolia's development is currently the most important task: First, to identify and nurture leading information industry and adjust the industrial structure, focusing on the development associated with high intensity, high-impact coefficient of industries, such as computer manufacturing, information services and software industries; Second, to establish a wide range of financing channels and improve the mechanism of capital operation and increase investment in the information industry efforts; Third, to increase innovation and speed up key industrial park construction; Fourth, further to create and improve the institutional environment for the development of policies to protect the information industry development of the scale and speed; Fifth, to strengthen the development of qualified personnel and improve the overall quality of employees of the information industry in Inner Mongolia.
