Development Counter-measurement Research Of Modern Mutton Sheep Industry Of Inner Mongolia With Grassland Subsidy And Reward Mechanism

Due to the long-term eco-over drafting and over loading, the grassland degradation has reached an ever-high level. Though government has adopted some measurements to recover the grassland ecosystems, the trend "partially improved, generally reverse" are still not solved virtually. As to recover the grassland entirely, the State Council decided that grassland ecosystem protection subsidy and reward mechanism should be established in8main grassland grazing areas and provinces, and gradually implement through out China. All of1.02billion mu of usable grassland are listed, including0.404billion mu of periodically grazing grassland and0.616billion mu of grass-grazing balanced grassland. Based on estimations, during the5years of the mechanism, due to the periodical grazing and grass-grazing balanced grazing, the loss of grazing reduced approximately2.6billion. Mutton sheep industry is the most traditional and foundational industry, and is also the leading one of animal husbandry industry. During the period of grassland ecosystem protection subsidy and reward mechanism, ecological and economic benefits must attract attentions for the sake of local economics as well as the herders’livelihoods. Successful mutton sheep industry is the basic choice.This study applied local survey, literature reviews, and comprehensive analysis to analyze the grassland ecosystem protection subsidy and reward mechanism in Inner Mongolia, and the development conditions of Inner Mongolia mutton sheep industry. Meanwhile, systematic analysis was also utilized to describe the current conditions, remaining problems and development model of modern mutton sheep industry. The main conclusions are as follow:1. Inner Mongolia modern mutton sheep industry could remedy the local people’s income differences that are from the grassland ecosystem protection subsidy and reward mechanism.2. Inner Mongolia modern mutton sheep industry should promote the mutton sheep varieties of grassland bands and ethnic bands, and lead the way of high quality and high efficiency.3. Inner Mongolia modern mutton sheep industry must be sustainable and well organized, and the government should support the leading companies. Based on the core issues of Inner Mongolia modern mutton sheep industry, modern mutton sheep industry concepts and targeted and operational development counter-measurements and suggestions are presented.
