The Strategy Research Of Collective Forest Development At Tongchuan

Collective forest is the important part of China forestry. The development of collective forest will greatly benefit the solution of"three agriculture"problem,benefit the construction of harmonious society, benefit the construction of new socialist villiage. The position of collective forest is very important in Tongchuan forestry development, not only maintaining the ecological safty of mine area, but also balancing the forest product market. Through the reviewing the development of Tongchuan collective forest, and after the investigation of situation of the Tongchuan collective fovestry, using the science of economics, management, and the management principle to analyse the reason, the result shows that: The key reason is the management system, which can be seen in: unclear of ownership; shortage of management body; difference of ownership and use right; shortage of management staff; uncomplete of exchange of ownership and use right; shortage of fund input and social service system. So, for the purpose to get the healthy development of collective forest, which can meet the increasing needs by the human being, the forest supply should be increased. The social movement of afforestation should be enforced, and the owenership and the use right should be clear. The management staff and the fund input should be increased. And use the new system to regulate the relation between input and the benefit through the way of contruction, auction, biding to prompt the development of collective forestry.The paper start with the emergent situation that Tongchuan city faced and the great significance of collective forest in China,through the analyzing the situation of collective forest development in Tongchuan,generalize the latest research achievement on collective forest problem,which include the study on collective forest ownership reform,the study of influence of"Natural forest protection project"to collective forest,the study of influence of"quota forest cutting limit"to collective forest,present the strategic countermeasures about ownership system,investment system,social service system,construction of industrialization chain of collective product,and also discuss the influence and solution of natural forest protection and tax policy to the collective forest development.
