The Research Of The Urban Water Supply Crisis Prevention

Urban water supply relates to the national economy and the people's livelihood. Once there is a crisis of urban water supply, it will have a countrywide catastrophic influence. Through the analysis of water crisis events that have continually occurred in many places in recent years, on the basis of the cognition of the significance of crisis prevention on urban water supply, in combination with the concrete practice of urban water supply crisis prevention, this paper analyzes and studies the existing problems in system management and puts forward the effective preventive measures against the crisis of urban water supply.Centering on the prevention of urban water supply crisis, the paper is composed of five parts. Part I makes an introduction of urban water supply crisis and its management. Owning to the influence of natural rule as well as the economic and social development, as a social basic infrastructure, urban water supply is facing the serious situation of the shortage of water resource, the low quality of water, the contradiction between water demand and supply and the occurrence of emergency events, the government needs to set up and perfect the crisis management system and realize the effective prevention, control and treatment of the whole process of water supply crisis, eliminate or relieve the negative influence or adverse impact of the crisis on the country, society and the public. Part II lays special stress on the basic theories of crisis prevention, makes an analysis of the early warning and control function of crisis prevention and the significance of the essential crisis prevention factors on public crisis management and confirms the important position of crisis prevention in the whole crisis management process. Part III mainly introduces some metropolitan cities'advanced management experience and enlightenment in the prevention of water supply crisis. Part IV states and analyzes the prevent situation and existing problems of China's urban water supply crisis prevention. On the one hand, from the objective angle, according to engineering property and non-engineering property, it presents the actual application measures for urban water supply crisis prevention at the present time; on the other hand, based on the present situation of crisis prevention, it discovers and analyzes the existing weak points. Part V puts forward several considerations for strengthening crisis prevention. According to the author, in order to achieve social development and meet the public's water demand, we must further perfect or optimize the preventive measures against water supply crisis from the aspect of ideology, infrastructure, organization, management and technology. Part V is not only a summary of the previous four parts, but also puts forward the specific solution and references for the safety management of urban water supply and realizes sustainable and coordinated development of all cities.
